1 PC with 2 OS - Fans go crazy on one OS only

Cannot find the reason why, ive disabled what i can identify to be all fan related software. IF it was a BIOS issue then surely it would affect both operating systems. they are both Windows 10 Pro 64 Bit.

My main profile stays lovely and quiet, barely ramps up the fans at all. My gaming profile, as soon as I log in, its fans High, Fans low, Fans high for a long period of time, then occassionally drop low. its like somehting is setting them to max speed as soon as it goes over a minimal temperature somewhere but cannot find where at all.

I run 2 OS becuase I use one for work and have a seperate one for Gaming/Movies etc. Its a ryzen 3700x on a Crosshair VII Hero.
 
If it were me I'd try downloading the software from my motherboard manufacturer and manually setting the fan profiles to my preferences.
Yup, makes sense, you might even be able to install AISuite let FanXpert do it's stuff in terms of detecting the fans and working out the profiles then uninstall it as it could overwrite whatever is in the registry that is causing the issue and after uninstalling you could hopefully be where you want to be with BIOS controlling the fans properly.
