100% Bandwidth all the time , is it possible?

for starters my question isn't about the amount of MB an internet package provides, its about the usage.

is there a way to enable any device connected to use 100% of the bandwidth at all times. lets say your ISP gives you a package that is " up to 10MB " or even " up to 30MB " , is there a way to fully use the maximum number?

my ISP gave me a package that is supposed to provide 60MB , at times it is as low as 10-20MB , sometimes worse. how can I get the full amount, if at all possible?
 
I use a cable connection and yes it is virgin media. I don't really take note of the times that it may be slower in. I was wondering if its possible to get the full bandwidth instead of " up to " a certain amount.

I have wireless connectivity turned off aswell unless a friend is around or if a family member needs it.
