100% CPU usage constantly

So I decided to randomly check my 4790k cpu temp, since ive not checked it in months, and noticed its idling at 64 degrees, which seems way too high. Last time I checked it, it was around 32.

So I had a look in the task manager, and instantly noticed my CPU usage is constantly 100% and the CPU is constantly running at its turbo boosted speed.

Does anyone have any ideas what can cause this? Im running Windows 10. Asked a mate to check his, and his is idling at 3 - 5% usage. So im utterly confused.

It's worth noting that if I close discord, something else will take up CPU usage, and it'll remain at 100%
 
What uses up cycles if you close Discord?

Random stuff like MSI afterburner, Dropbox etc...

I've since worked out the problem though. Power Management. For some reason, having it set to "Balanced" causes my CPU to remain at 100% usage constantly. I changed it to "High Performance" and its now dropped to 4%

CPU temps have dropped down to 35 degrees now. Microsoft's idea of a "Balanced" power plan consists of burning as much power as possible to keep your CPU at 100% Logic.
 
Well I would have been doing it tomorrow if my Ryzen CPU and motherboard were dispatched, but for whatever reason they weren't. So maybe next week
 
1700 with the Crosshair motherboard. Apparently theres a massive shortage of motherboards, so god knows how long im going to have to wait. I intend to find out tomorrow though, and if its more than a week, im just going to cancel my preorder and get a 1080 instead. a 1080 is probably a smarter upgrade anyway considering I already have a 4790K
