100% GPU usage when idle 470

I have a Radeon RX 470 Nitro+ OC and I've noticed that when idle my GPU usage is at 100% causing high temps

I've not got a virus or anything, re-installed the drivers with the same issue

I did a quick google and saw many other people talking about this issue but couldn't see a fix

Any one know about this

I think its a driver issue, I know people have reported t with the 480.

I have this issue on the 480. AMDmatt here has acknowledged a problem (he said it may be linked to steam).

I think the 16.7.2 drivers may stop it. Removing wattman doesn't help.
