£100 phone....but with a front facing camera?

Is this possible? A colleague would like to buy one (1st or 2nd hand) but she needs to use Skype to call Pakistan. Do any £100 phones exist with a front facing camera? If not, is there a phone that can do Skype over 3G for free? Many thanks.

samsung galaxy S might be do-able 2nd hand with a small budget increase.

you don't generally get a secondary camera on £100 phones.
