$100 Steam voucher for £10!

My mates son has been buying these vouchers off of a mate of his who lives in Ireland to boost his steam library but it obviously seems far to good to be true. He used his forst one almost 2 month ago and his account is in tact but I don't understand how ,as it has to be shady on some level. Has anyone ever heard of this before? I have 300+ games on my Steam account and have no intention of doing this but I'd like to find out more to at least educate my mate
 
That sounds rather dodgy, I'm also interested to find out how, as this surely has to get flagged up at some point?
 
And when they find the serial number for the $100 voucher has been stolen/copied, cue permanently closed account and possible legal action.
 
stolen credit card buying steam vouchers? maybe we should do a poll to see what illegal way this is being done?

All very viable answers. In the past I bought a game key off of that auction site and it was flagged as non genuine and removed within 2 weeks but this has been going on a while and hes used 4 or 5 of them. My mate has also used 2 and has been good for a week or so so I'm stumped. I get how game codes can be made but cash vouchers?
 
Sounds dodgy, but then you also get these companies like G2A that offer ridiculous prices and I've never had a problem (e.g. I got the new Trials for £1.50 the other day... it was going for £20 on Steam at the time as far as I remember)

It's often stolen CCs.
