Looking at monitors, not sure which to get for 50/50 on games and photoshop work...

notice the 24/27 has 1000:1 and the 30 has 3000:1 CR. i am guessing 3000:1 is better, but how much better would this be, would i even notice it?

I just today switched from a 1000:1 contrast ratio to a 3000:1 contrast ratio and I don't notice a HUGE difference....a difference sure, but nothing that makes me wanna shout about it.

dynamic is that of the minimum dark value with brightness down, to the maximum light value on the maximum brightness. (I believe). Static is what it can display at any one brightness.

Sort of. Static also means both measurements (white and black brightness) are taken at the same time, so a screen that has dynamic backlight dimming (where the backlight is dimmed on dark scenes) will score higher in dynamic contrast, and have a genuinely better black depth. Most HDTVs have this now. It does give a better black depth but usually leads to exagerated low colours and compression in dark scenes. We've got the Samsung 37R87 which has it and the dark scenes in the LOTR films look horrible on it. The good news is you can turn it off.

Sadly the only PC monitors that can do real black are CRTs, which is why I bought a used one recently for gaming on.
