£1000 budget for CAD and gaming.

I have a family member wanting to spend £1000 on a rig for the above. He has nothing so it has to include peripherals. Although I have a keyboard he can have. He has been looking at the Fractal Design Node case so something similar in looks would go down well. If it can be done under budget there are also bonus points for that. So does anyone have any suggestions on bits??

im assuming the CAD software he uses is very cpu intensive and would require an I7?

few more questions just to confirm

is he or ever will be into overclocking at all? if he isnt can save some pennies getting locked I7 which still boosts to 3.9ghz

assuming he needs an OS?
