1070 GTX locking at low clocks

For some reason my GPU is locking at a low clock rate even when loading up games and boost doesn't kick in. Doesn't matter how many times I open and close the game, however when I restart my PC it works fine again.

Any idea what's causing it? it's getting a bit annoying.

Try another PSU
 
I'd try using Display Driver Uninstaller, completely clear out your drivers with it and reinstall. I had a similar issue with my 780 a few weeks back. Completely out of the blue, no changes on my part, just booted up one morning and it was stuck at low clocks. A quick pass of DDU and reinstalling the drivers fixed it.
 
Try another PSU

I've got a 1000W PSU and haven't had any issues with it before now, I dont think it's that tbf.

have you tried overclocking and had the driver crash? i get this whenever my overclock crashes my driver need the driver to be reinstalled before it fixes.
 
Check the nvcp/windows power settings, make sure youre not in some low power setting.

Failing that try the usual uninstall and reinstall drivers.

Remove any OC software.
