1080p TV + 4k Monitor same PC set up question

Hey, last year I bought Dell 24 inch 4k monitor, which has Display Port.
Also I have 50something inch 1080p Sony TV with HDMI.
PC has couple of Fury Xs with latest AMD drivers.
I need an advice on how to set up those two devices that they work together nicely and such.
The problem I have is when I set Dell monitor to scale DPI up in order for me to see whats on it, the DPI scales up in my TV as well.
Is there a way to set up both devices that my 1080p shows at 100% scale, while Dell has let's say 400% scale.
Maybe I am going about this from the wrong angle? I was at the point where I even wanted to get myself 4k TV to replace my Sony TV, but since it is very recent purchase, I don't feel rich enough to justify replacing it :D
 
I'm sure Windows 10 lets you set scaling independently.

I seen a video where in scaling section there is an option "Let me choose one scaling level for all displays", where you can tick it. But this does not appear in my case. Maybe it has something to do with TV running off of HDMI, and monitor of Display Port
