1080Ti card, looking for a 4k monitor for £3-400.

If your pretty competitive I think most people would say to go for a high refresh rate over a high resolution, and then maybe downscaling your content resolution. If your more casual like myself then a 4k monitor like the one you mentioned might be a nice compromise, although 28" might be a bit on the small side for watching content on, so maybe a 32" would be better suited. I personally don't watch any content at the PC so I don't know what's a comfortable size.

I ended up buying that monitor today so will report back.

re: viewing content. I have a 4k TV @ 55" so this monitor is only for when the wife is watching stuff downstairs.
