1080ti power draw

I've been messing about with the worlds ugliest 1080Ti in my test bench I decided to try some arc raiders with it and the frame rate was lower than expected sometimes dipping into the 20s @1440p ultrawide with medium details and balanced FSR.

Maybe that's all I can realistically expect from the card but the thing I found odd was the GPU was pegged at 98-100% running at about 1800mhz but only drawing 130w.

I've tried it at standard and undervolted settings and during 3d mark it pulls 220W ISH.

Anyone know what might be causing this behaviour?

Sorry I should have said it's 12700kf with usage in the 20-30% range so should be keeping up no problem.
 
Do you have any undervolting in MSI afterburner or other tool that is interfering. V-sync does wierd things when the frame rate is low so turn that off aswell.

I've tried it with and without afterburner but I'll have a look into the vsync.
