12v line porblem?

Hi guys

Done a little upgrade on my rig and got a E2160 and an asrock board to run it on so I could still use my agp card.

My PSU is a 500watt cheap one. Sisoft sandra says the 12v rail is at 8.86v. This seems really low. It show be sitting around 12 should it not?

Anyone have name of any programs I can check with? And also anyone know what the cooler master Psu are like as a local shop stocks them?
 
If it was really running that low, your PC probably wouldnt boot. My PC is running at -1.12v as sgown by speedfan. So like RaiderX says, the only reliable method is the Volt Meter.

EDIT: You can make a psu start by jump starting it. Just short out 2xpins on the atx plug.
