12.10 (12.1) is lower than 12.30 (12.3) so if rails go up when on load thats good, better than lowering, a Meter is only real way to get correct volts, read at idle then on load, run 3d mark and then prime etc so you test all 3 rails.
The ATX specs allow for a 5% tolerance in the 12v rails, therefore as long as the value is between 11.4 & 12.6 volts, you are fine (although figures right at the limits are clearly undesirable).
