13.1gb of hardware reserved memory? what the actual?

So i keep noticing my pc keeps telling me it has run out of memory, which is odd as i am only browsing on it and it has 16gb of ram

Resource monitor tells me i have 13110mb(!) of hardware reserved memory, 3274mb available for my pc

I've been into msconfig and unchecked maximum memory, no effect. Tried allocating one, no effect.

specs are:
maximus v gene, i5 3570k @ stock, using the cpu graphics at the moment
2x8gb gskill 2133 c9
win7 ultimate

anyone got any ideas?

Is your windows 7 32bit or 64bit
as 32bit only uses 4gb tops

grr, that'll probably be it, thought i had the 64 bit version but properties says 32bit os
