- Disable programs running in the background
- Set videocard options to Fast or Performace (whatever it is called with ATI cards)
- Disable Antialiasing, Anisotropic Filtering and VSync
- Set LOD very high (don't know if that is possible)

and when you've done all of that buy a faster card every week to keep up with everyone else. ;)
