There is a difference, but nothing that you will ever notice!

Only difference is the numbers produced in benchmarks.

Depends on which platform you're using them on, Intel Sandy Bridge would see virtually no benefit going from 1600 to 1866.
AMD Phenom or Llano would see a small performance increase.
