1625Mhz Shader clock set to 1600Mhz???

You could use Rivatuner to put it up to what should be its "clock". but really that extra 25Mhz wont me making a difference at all.

are you using that card from gaming? if you are then you should just see how far you can overclock it, but while your not gaming then dont worry about it.
 
RMA the card if it is not working as advertised but tbh, 25mhz is not such a huge difference.
