16GB Installed only 2.98GB usable?

I have 16GB of memory installed in my pc and on the system properties it is showing 2.98GB usable. I have no idea why this is doing this.

So far I have tried switching the memory around
taking 2 out and leaving 2 in
changing the memory speed

Im worried that my memory is done but would hope someone can give me some advice?

Also there is an error coming up saying cannot find updatetool.exe I dont know if that has anything to do with it.

32-bit OS probably.

woops! I have installed a 32-bit OS instead of 64 :eek:

my bad thanks guys for clearing that one up lol

Thought my board was broken or memory.

I didnt think that would be a problem tbh.
