considering you can get excellent 19" models for <£200 now, i dont personally see ay reason to stick with a 17" model. The extra size is really nice for movies and for immersion in games as well. You could look at models like the Samsung 913N and Neovo F419 for instance, both very popular and well established,

Being that all three of your listed monitors are based on TN Film technology (as is pretty much all of the main 17" market, and the two 19" models listed above for that matter), performance is quite comparable on the three. The 17" market has been quite stagnant for a while now. The Philips 170S6 uses a 12ms TN Film panel from LG.Philips which might offer a slightly more all round performance when compared with the 8ms panels used in the Samsung 740N (a Samsung panel) and in the BenQ FP71G+ (AU Optronics panel). This is pretty much the general trend with the TN Film market. The 8ms models might offer a slightly improved responsiveness, but at the cost of slight viewing angle reduction and slightly more noise in movie playback. This is only very slight and oyu would find it hard to see much difference in real average use i would say. Base the decision on price, looks and features i would recommend :)
