I would first check if the device is using PIO or DMA transfer mode.

This can be checked by going to device manager -> IDE controlers -> look at the properties for the IDE channel your hard drive is on. Make sure they are using DMA transfer mode and not PIO mode.
 
what av are you using?
do you use a resident antispyware also?

disable both and see if its better :)
