T-Coils are an electromagnetic pickup and fairly simple to build, there should be enough information here to get you started (there are plenty of other sites to). Then add a small audio amp and away you go.
As a side note I know that Nokia makes an inductive loopset (LPS-4) that fits a lot of thier models, so that may be a cheaper alternative than hacking a hearing aid?
