Guys I got 3g device, Iphone 4s... I am just wondering what networks in USA on pay as you go would give me best value for money??? I need something that would give me cheap internet data and allow tethering...

You might not find that any of your phones work, or at the least only with certain service providers, and you may need to buy a SIM card or some kind of activation package. TBH, the best thing to do is to buy one of the $10 phones that come with $1-20 of call time.

Are you calling domestic USA or abroad? To be honest, pay-as-you-go isn't really a "thing" in the US.

There are various packages from various providers that vary hugely from state to state, and, as DP said; you can drop into Wal Mart and grab a basic Trac Phone or whatever is cheapest and be up and running in minutes.

These phones are usually basic non-feature phones that have some form of call-time/top-up system with a minimal inital outlay. Many are capable of both domestic and international calls at varying costs.
 
when I was in the states there was WiFi nearly everywhere, literally i'd be shocked if you're in a built up area and cant get it free. I am on O2 and didn't notice my bill go up at all due to data usage
