Rough and ready test if you're unsatisfied with performance in a particular game is drop the resolution to something ridiculously low. If performance is still unacceptable, and your RAM isn't being hammered heavily, you're probably CPU bottlenecked in that game.

You often can't achieve the same effect by lowering settings. For example the vegetation in Cryengine is quite CPU dependent.

^ This kind of trick (Uriel's post) is a better test than just looking at the CPU usage (which isn't always very illuminating).

Another one is to alter the CPU clock speed and see what happens to performance. Take it back to stock, if performance tanks then you're probably more CPU limited than you thought. Etc.
 
Fwiw I find that the online play element of a game can be far more taxing on the CPU than the offline element.

For example I can easily get 60fps using a very weak processor on battlefield 4's campaign but this drops to less than half when online.
