I disagree. C makes either a K or an S sound. The only time it's different is when there's a ch. And in that case we could just say kh makes that sound since in most words with a kh in them the h is pointless. Sure it would be weird seeing church spelt as khurkh, but there's no particular reason why that isn't as good a way of spelling it.
