1900XT running at low FPS

Got my 1900XT yesterday and everything was fine when I went to bed, decided to have a quick game on CS:S before I went to work this morning and it was playing at unusually low FPS, I'm talking between 20 and 40FPS. I've reinstalled Windows thinking maybe there was a driver conflict or something and it's still doing, I tried the CAT 6.3, 6.4 and 6.5 betas.

Dunno if I should RMA it or not.
 
What map was it, HDR on Militia cripples my system typically 30fps "outside" rest of HDR maps are circa 100fps "normal" maps are nearer 200fps.

Maybe he suspected remnants of the 7800GTX drivers were causing the slowdown. I would do a fresh install of windows too, if I was switching between nVidia and ATi drivers.

was CS:S running ok the night before?
 
After installing Windows twice (Something screwed up the first install), I found the cause of the low FPS was because I set my CPU and RAM back to stock speeds the night before to try and remedy another unrelated problem. What I can't understand is though, it ran fine the night I changed everything back to stock speeds. :confused:

The problem I've got now is BF2 will only run when my GFX card is set at default ATITool settings, it won't run at stock 1900XT speeds. Yet CS:S will run fine for hours when the 1900 is clocked at 660/760.

Yes, installed the chipset drivers then I installed the graphics card drivers.
