1900XT v 3870XT power usage, which is higher ?

They use about the same power during peak load...the 3870 probably uses a bit less during idle.
 
Your PSU will be fine.

Those ridiculous 700W+ PSUs are for people with 4 graphics cards and about 25 hard drives.:)

And that will include the 15-20% wasteage from PSU transforming AC hive voltage to low voltage DC (typical efficiency of a PSU is 80-85% for good models)

actual system component useage will be closer to 280-300W

I have no idea how effcient my power supply is, its 3yrs old, but its enermax.
