So I have been reading a lot of posts recently and people have been recommending 32A PSUs. I thought that was quite a lot, and after checking my own PSU, my 3 12V rails are 19A. Is this too low. It is a CM Realpower M520 520W PSU. Also, do you think it will power my rig in my sig, but with the following changes:

Motherboard: Gigabyte GA890GPA-UD3H
CPU: Phenom II 1055T @ 3.5GHz
RAM: Crucial Ballistix Tracer 2x2Gb
And a small SSD soon.

I will be upgrading my GPU from the aging 9800GTX soon, so I will need to upgrade then anyway, but I would like to know whether my PSU can handle my upcoming upgrade.

I think you should still be ok, if you change your current card to a ATI, it will actually use less power, but deliver a huge boost in performance.

stick to one card, not crossfire/SLI setup.
