1st time liquid cooler

I am using a liquid cooler for the 1st time ( cooler master ML240L )
when I opened the packaging there was some loose liquid coolant in the bag and around cpu part .
should I be worried or is this normal , dosnt appear to be leaking but I havnt powered it up yet..
any advice would be appreciated

That definitely isn't promising sign.
You better contact seller/shop you bought it from.

Dry it all up with paper towels and then put it out on spread out newspaper and see if after an hour or so if there any sign of fluid on the newspaper. Raise your concerns as soon as possible with the supplier and ask them what your options are. You may also be able to power it up while it's on the newspaper to see if under pressure there is a leak anywhere.

There should never be liquid loose in the packaging of AIOs. Return it immediately and don't attempt to use it.
