what im looking to do is have 2 cable/dsl modems on one lan

router A
router B

i need all of the pc's to have file sharing BUT certian PC's can only have access to one of the BB connections, MY pc's, xbox, ps3 etc need to use MY connection (router A 192.168.1.100) and the other pc's to use the other connection (Router B 192.168.1.200, is this do-able?

see my lovely diagram below

i do have a good knowledge of basic networks, ip address static dhcp, some experience with port forwarding and RDP etc

ive setup my own lan in the house but this is the only part im struggling with

both routers are the same - netgear wgr614v9

You just have to set the default gateway for the static machines to the router you want to use.

ie, PC A -> 192.168.1.100
PC B -> 192.168.1.200

Edit: Just to clarify, you'll have to have them all in the same subnet.
