2 Screens, can i get 2 toolbars?

I was wondering if anyone knows how i can get i second toolbar on windows xp on my second monitor, just at the moment there is only one and all the programs open, whether its on screen 1 or 2, show up on the main toolbar.

Any help would be awesome
