2 Week limit on speeding tickets?

My mate got flashed 2 weeks ago and hasn't heard anything yet, is it true that you must receive your notice within two weeks for it to be enforced?

Post is slow at the moment, so he's got a few days left to wait yet...

However, most cameras still use wet film and the roll is pretty limited. It's not unusual for the film to either be used up, or the camera just sits there flashing and scaring the hell out of drivers.
