Yes it is hense why they showe the tank it come in

Umm i'm now got my P4e 3.2ghz at 4.3ghz 24/7 stabele, can bench mem test at 4.4ghz thus all under water!!!!

I have phase now, will be finished soon so shall go for 5ghz on the cpu.

Though yet to see a true need to cool that low, water seams more than enough

yep that about a year old, i think it was tomshardware that made that vid originally....

the only reason to cool a cpu that cold is for one off benching sessions....
