2004 windows problem

Over the weekend my parents machine got the 2004 update, and since then he cant use the machine.

i have 2 account on the machine one with admin privileges and their account as a standard user.
the admin account all is fine and works 100%
the standard account is in some sort of loop hell. you log in ok then it sits there with the cpu and HD at 70-100%. every few seconds the screen flashes as if something is being reset

ive tried rolling back 2004 but it won't let me
ive tried booting into safe mode but for some reason it won't accept the password (keeps saying it the wrong password even tho it not)
ive ran a disk checker (both scandisk and the seagate one) both report the disk is ok
i took the HD out and fitted it my machine and it doing the same thing so im sure it not hardware related

another thing i can try
 
It sounds like a program is trying to use administrator rights when it logs into the profile after the update. Either remove the program (if you know what it is) or temporarily grant admin rights to the user account, log in for the first time, let it log in, the take the rights away and log out and back in.
