But who decides what power and capacity thresholds are? Are they continually updated?

Can't see how that would feasibly scale to the car market though. Loads of hot hatches have more power than some supercars of previous decades. What then?! What happens when you have low capacity engines producing more power than some larger engines?

Not least of all that total output is less important than BHP/Tonne.

Torque/Weight is the most important attribute, as that determines acceleration.

Power/Friction would give you the maximum speed.
