hi would I see much difference ,worth it going from i7 3820 chip to a x99 probably 6850-6900 plus ram and motherboard ,I run programs on comp 24/7
 
going on the information provided it will be much faster / the same speed / slightly slower / exactly the same / a good upgrade / a waste of money
 
sorry its got overclock of 4.5 16gb ram I have program that runs 100 games 24/7 so it uses mem and cpu

For video encoding and production work yes will most like will see an improvement, just look at the reviews to see how much better a 6850 is over it's previous generation counterparts. For games it's not going to make much of a difference, until DX12 is mainstream and games really benefit from using extra CPU cores you won't see an immediate improvement.
 
If you definitly want to upgrade go 5820K x99 very good cpu.

With the money you save will go along way to get your mobo.
