2060 refresh

I wasn't sure if I should be posting this in the GPU or Laptop section but I'm noticing quite a few 2060 refresh cards which I believe are Max P. I believe they run at 110w compared to 90w?

How would they compare to the older limited 2060 or even a 2070 MaxQ?
