2060 Super and minimum CPU requirement

I have established that the i3 4170 in one of the PC's is the bottleneck as I am getting almost the same frames during games with the 2060S when compared to the 1070. Is it the game (Warthunder not making use of the 2060) or the CPU that is causing the bottleneck?
 
That's a pretty weak CPU to be pairing with a 2060S, I'd absolutely blame the CPU in this case.

You could easily confirm it for yourself by using the MSI Afterburner OSD while in game, set it to display CPU usage for each core and GPU usage. I'm guessing you'll see your CPU cores maxed at 100% and much lower GPU usage.

With a 1070 you'd have been better off spending the £300 + I'm guessing you spent on the 2060S, on a Ryzen 3600/B450/16GB of DDR4.
 
I got the 2060s for under £300 but I have a 4770 in another PC - guess that will be a better match. Will try the Afterburner utility (is there any other utility that can record that info?).
 
The 4770 should be a much better fit.

I can't think of anything off the top of my head, although I'm sure there's other software that can do similar.
