2080 Ti Aorus Xtreme - weird rattle noise after cold boot

Hello. I sold completely fine card Rtx 2080 Ti Aorus Xtreme with 3 fans.
I dont heard any rattling noise etc i can swear. Or maybe noise was present but i didnt notice?
But new user can hear an rattle noise and he recorded that. So i am completely surprised.Maybe he damage some fan when plugging or what?
Issue is present not during gameplay or windows idle but only after cold boot,after pc was off some hours and card is cold. Then after starting pc he can heard that rattling noise when card for a moment is on full speed just before windows.

Is this acceptable?

Yeah but i no heard noise when i was using that card. So i dont know why it started making noise on new user. Also this is only after cold boot for 20 seconds. After games and in games no issue.

If the card is on full speed where is the sound of the fans?

In games on max speed and after playing games its fine. No noise. Its happening only when card is cold ( idling some time or pc off ) and then noise appearing first time when going from full speed to low speeds or 0%.
