2080ti underperforming by a large margin

Thanks for doing that test. I have tried it at around 5ghz, and that is possible - but I think its more important to get my GPU up at your level, as that will bring the performance back in my games.

Have managed to increase my score a little bit : https://www.3dmark.com/3dm/61004034

Installed MSI Afterburner and set my GPU fans higher, that lowered the temp a bit. But still a long way from your GPU score.

Have you checked that all the settings in the windows 10 power options are set to high performance and not set to power saver or Balanced

Call of Duty Modern Warfare is only at 80-90FPS, that also used to be above 120FPS.

Another thing have you checked the bios that the GPU PCIe slot is set to 16x

Also check it set to MAX performance in the nvidia drivers (under the Manage 3D Settings)
 
Using Afterburner when gaming, what's the GPU usage, 100% or very close to?
Also what GPU clockspeeds and temps are you getting when gaming?

Using Afterburner when gaming, monitor GPU usage, temp and clocks. At 100% utilisation does it reach its boost clock (or higher) and maintain it?

I know this should not have an effect... However have you tried putting your res to 1080p and re-running the test.

Also have you run a firestrike bench?

I have been comparing some of the results in the benchmark threads and your CPU is way down on what it should be. That will drag down your score.
On Firestrike you should hit 21K-22K Physics score and you are way down at 18K In fact my score is 20K on my 3600
I really think you need to have a look at your CPU and see what is going on, as that is your bottleneck.

Edit: I would default my MB bios and reset your Ram.

I just noticed that as well

His CPU is clocked higher then mine but his time spy CPU score is over 1000 lower then mine

My TIME SKY CPU score at 4900mhz = 8658
His TIME SKY CPU score at 5000mhz = 7490
