2080ti underperforming by a large margin

Could be that.

Beware that almost everyone of the GPU benchmarks online is going to be overclocked.

My rigs are the same until I overclock the GPU - i.e. it "looks" like they are underperforming, but only because so many people submit overclocked scores.

PLUS people who are into tweaking and overclocking will submit more results than normal, further skewing the results to the hign end.

I can't find my benchmarks with my default (i.e. straight from the box) settings, but my GPU scores are 10%+ higher now I've overclocked / tuned the MSI Afterburner profile.

I tend not to look at performance threads/benchmarks as it tends to be quite depressing when you're not even close but then you realise that they're probably overclocked and tweaked to within an inch of their life as well as cherry picking the very best possible result of many runs.
 
Just ran another Time Spy - GPU-Z says :
GPU clock 1890MHz
Mem clock 1800 MHz
GPU temp 72,6
It also has something called Hot Spot - that says 107,3?
Mem temp 99,5

Max fan speed 1&2 48%

You are running a significant overclock. Stock clocks should be about 1650 for the GPU and 14000 for the memory. I just now got a score of 11579 (Graphics 12831, CPU 7457). I have an 8700 non-K. It may sound counter-intuitive but drop all the overclocks.
 
I have managed to get a big improvement on UserBench, after many hours of testing different settings. Currently have my 8086K OC'ed to 5Ghz from the BIOS :

With the same settings, I have therefore get a higher CPU score in 3Dmark, but graphics is still low compared to other - but I will live with this, as I can't find other settings to test :
