I'll m looking to watercool my 2080ti as my temps are hitting 84 degrees playing games.i have a budget of around 400/ 450 max.i am thinking I'd need a 360 rad as the Corsair rgb fans I have don't shift a lot of air and I like the look of them in my case or would I be better of with high static fans.could someone spec all that I would need.also its a palit gaming oc as well.oh and what screwdriver would I need to remove the stock cooler.thanks in advance
 
Have you had a look at the Alphacool Eiswolf for 2080 Ti?

It's a full cover AIO for the GPU and comes with a 240mm radiator. When I had it I got temps in the 50's with an OC'd 2080 Ti.

Costs around £200.
 
Get yourself a:

PREMIUM 62 in 1 Professional Repair Tool Kit With 56 Magnetic Specialty Bit Set

for £12 and you'll have everything you need even for other GPUs like some EVGA that require hex drivers, and other stuff (laptops etc).
 
EK make a block for your card for around £100.
Get a pump/res for around the same, a 360mm radiator, some fans to taste, go for soft tubing if I were you and some barrow compression fittings. Easily inside your budget.
