Built my pc a few weeks back. All seems ok but I've noticed when starting the PC the 212 Evo fan doesn't start, it looks like it's about to but stop's then does the same.

I did wonder if the cpu wasn't hot enough for it to need to spin but if I manually help the fan to spin it then starts and works fine.

Does this sound like a fan issue or possibly not getting enough power etc?

My enthoo PWM is plugged into the cpu_fan header, and the 212 is plugged into sys_fan1. The mobo is a Gigabyte Z170MX-Gaming 5. And no errors no.

Quite often (certainly with Giagbyte boards) anything but the CPU_FAN header will have limited PWM control options so fans may, or may not work very well. Further investigation into your motherboard manual and software options will be required to determine what you can do.

Best to have the CPU fan on the CPU_FAN header. If you must have the enthoo PWM controller then consider using the EVO 212 fans plugged into that and have it act as a 3 pin fan, or use a PWM splitter.

The case fans seem to spin 100% if the enthoo pwm is plugged into anything other than the cpu_fan header. So might try the 212 fan plugged into the pwm as you say.

Strange though, once the fan is up and running, even on restart it still works. Seems to only get stuck from a cold boot.

The idle voltage is too low for the fan to lock itself into motion. 3 pin fans tend to be better at running on lower voltages than PWM fans. Your sys_fan likely only has voltage control and currently its lowest voltage is down in the not starting region of your fan. Raise the threshold through BIOS or speedfan or something.
