2133MHz ddr4 vs 2400MHz ddr4

Hi there, i have 3 questions for you guys

1. Is there a noticeable difference between 2133MHz ddr4 and 2400MHz ddr4 running on a X99 board?

2. Will/can both overclock to 3000MHz anyway? What would be optimal OC for both if not?

3. Would 32GB 2133MHz work much better than 16GB 2400MHz when doing video editing/rendering?
