220mm fan speed increase

Hi all, I am sure this has probably been covered before, but i can't find it :-)

I have just Bought a 220mm case fan for my new case to fit in the side panel.
To me it seems to not flow much air, i have only tested it on my old pc at the moment, not actually fitted, just plugged in and holding in my hand. the 120mm in my current pc seems to have a much greater airflow ?

Is there a way to increase the speed on the 220mm fan without spenging huge wedges of money, thus creating a great airflow ?

I have to say that the volume of air that it is moving is over an area 3 times larger than that of a 120mm fan so you're not going to feel a huge gust of wind.
 
if you have connected the fan to the motherboard some throttle the fan using special features based on temperature, although you maybe able to over ride this setting in the bios. If not a cheap fan controller would also work, i use one as i can turn down my big case fans when watching films, then turn them back up when gaming.
 
If its shifting 95.63 CFM of air at 12v, I dont know how else your going to increase the load to it unless you change the voltage and would going above 12v not make a PSU unstable?
