I'd agree with the above really, seems to be a bit of a mixture of requirements there and some possible confusion over what you need
Im looking for a 24 or 26" FULL HD as in 1080p
All 24" and 26" desktop displays offer a 1920 x 1200 resolution and so can support 1080p resolutions (1920 x 1080) fine. There are sometimes limitations over what signal you can send over different interfaces, but nearly all the modern models will state 1080p support over whichever interface you are interested in
Would be idea if it had a digi tuner built in too
I cant think of any desktop displays which have this. You'd have to look at an LCD TV if you wanted that i guess, but then it's prob hard finding any 26" 1080p models!
needs a 2-4ms response time (5ms maybe),and be VERY Vivid, Im a self employed graphic designer // web design // photographer so I need all my colour gamut 100% or higher.

why does it need to have a 2-3ms response time? this is where you're going to have problems really, and where there might be some other things more important to consider. If you're a graphics designer and need good colour accuracy from your screen you are probably going to want to consider models using VA or IPS based panel technology. It might be worth having a read of
this article if you need to know more, but i would recommend staying away from TN Film based panels for your needs.
You would find the viewing angles too restrictive on a TN Film based model i think, especially at this size, and VA/IPS panels can offer much wider viewing angles. Having said that, the Belinea 22" model you have will be TN Film based, but when you move up a size, the viewing angles become even more of an issue imo. You need something which will be free of annoying contrast and colour tone shifts as you move your head, and VA / IPS panels are the best bet for this. IPS hold the edge, but there's only 1 24" model which uses this technology in the UK, which is the Hazro HZ24W.
This leads me on to the point about response times. You wont find any models
rated at anything less than 6ms G2G in the VA/IPS range. However, remember these are just figures on paper, and that isnt everything! In practice, the 6ms G2G range of these panels are more responsive than the 5ms rated TN FIlm generation, mostly because the latter dont use any response time compensation techniques to boost grey to grey transitions. Where you see 2-3ms rated panels, those are just sped up versions of the 5ms rated TN Film models, where they have added RTC as well. These can be slightly faster, but in practice, you'd probably find it vey hard to notice any real difference, unless you perhaps had them side by side. What i'm saying i guess is that you wont get a 2-3ms rated VA/IPS panel, which is probably the technology to consider i think. Further to that, it probably wouldnt matter anyway for reasons explained above.
One thing to note regardinhg your request for a high gamut model. All of these that i have seen so far tend to come set up with defaut colours which are very vivid and very bright. This meets your requirement that it should be vivid. However, in real terms, the accuracy of these default settings on high gamut models is very poor. If you want 'accurate' colours you will almost cerainly have to invest in a colorimeter. you'd probably want to do that anywa given you use i guess.
That Asus model is TN Film based, i think you could prob find better for you needs. The hazro HZ24W might be a good bet. The Dell 2408WFP would meet the requirements well too i think. reviews of both here:
