2500k, ASRock Extreme4 multi throttling

Hi guys, I've got a problem when OCing my 2500k. I'm overclocking my 2500k to 4.5GHz. To get it stable I'm having to run at 1.31v, a little higher than I was expecting but my temps are fine. However, when I prime it the multiplier will fluctuate anywhere from x40 to x45. I've disabled speedstep and all C states in the bios, the chip is at 4.5GHz at anything up to 90% load. Anything higher, though and the muti fluctuates. I've tried giving the chip a bit more volts but if anything this makes it worse. The multi is more stable at lower volts but I get BSODs after a few minutes at anything <1.30v. Any ideas?
 
Have you tried using the pre-set profiles in the UEFI? I know it's lazy but they work and set everything you need. I'm using a B3 revision with a 2600K and it happiily went to 4.8GHz using the pre-set option although I'm running the 4.6GHz one for safety at the mo.

It will likely use more voltage than you might like but it will work. I think it's the LLC that you need to use but ultimately these P67 boards will step down if they see too much current being taken as the voltage auto-adjusts for stability.
