2500k Core speed dropping

Hey guys, have the 2500k OC @ 4.6Ghz.
I have disabled speed-step and c1e yet my core speed still keeps dropping when not on load.
I'm concerned to be frank, with how low I've seen the core voltage drop, I don't like it. What shall i do?

If it matters, i have an Asrock z68 E4 G3.
 
Leave it as is, As long as it's stable.

It'll use less power and kicks out less heat which is better for the chip if you're not using all that power.

Don't worry about it.

My is 5Ghz on load and 1.6Ghz when on Windows and web surfing..
 
Speedstep is normal, I have it on and it keeps the CPU nice and cool with low power usage during idle. If you really want it off however, apart from the BIOS settings make sure the Windows power option is set to High Performance.
