2500k speedstep not working?

My CPU seems to be stuck at 4.6ghz while doing nothing, does not go down to 1.6 as it did when I first oc'd to 4.4ghz.

Only noticed this a few days back when I followed a guid to get to 4.6. I have reset CMOS and tried to get to 4.6 with out the guid with a +0.005v offset and it still won't idle at 1.6, last night I tried clear CMOS for 20mins with no luck.

I'm still on my first build and only ever played with offset in bios so still a noob
Spec is 2500k, z77 sabertooth, 8gb Kingston genisis gray, r9 290, seasonic x 850

Balanced power mode needs to be selected in OS.

You need speed step and all C states enabled in Bios also. Try these first.

Thank you for replying 8 pack. All the c states were on auto and balanced power plane already selected. By chance I was looking at processes in task manager and saw wmpnetwk hogging CPU, killed the process and now speedstep is working.
