2500k usage - is this normal?

Is it normal for an i5 2500k @ 4.4Ghz to be sitting at 50%+ usage while watching a Twitch stream (Chrome) and browsing OCUK? I also seem to sit at around 70%+ when running Borderlands 1 which is a 6 year old game at this point. It just seems rather high.
